It depends what you consider an outage. The Starlink service may be working, but the local connection to the internet may be having problems. Maybe try doing a traceroute when the service isn’t working, and see if the packets being dropped are on Starlink, or the regional connection. Starlink is only as good as the backbone it is connected to.
