Devouring swarm is best for having the most planets. You can quite easily get upwards of 5 monthly pop growth and they can get a lot of outposts as well. They have access to really powerful edicts that cost food instead of influence. Other things you might try that don't involve cheats (albeit a cheat to nuke a planet you own sounds more like a voluntary challenge) might include just resettling all the pops off the planet. That will "decolonize" the planet, effectively.
