Imo, yes. The primary strength of Eleonora's is the weapon art (if you can call it a strength at all, it's kind of clunky), so there isn't a lot of benefit to running a second. I also generally think double twin blades is kind of a meme anyway, but if you wanted to use it, a different twinblade with seppuku would be much stronger.

Basically its supposed to be carried by its AMAZING weapon art. Its easily the best weapon in game for PvE staggering enemies like the crystal golems. Eleonora's Poleblade has multiple unique attacks, innate bleed, lower weight, etc. Perhaps they are correct that the peeler is overall better, but.
