That's the point. One of the locations where star cores spawn actually RESPAWNS the entire cell, including the star core, and this location is indeed the Scrapyard. The final core is on the roof, 2 ways to get it. 1 complete the quest Power Play so that you can use the elevator on the second floor, or 2 use power armor with a jetpack to fly to the roof. Turning the power on does not require the mainframe, only the power plant to the North West. #2.
