Best: Flats Lagoon (Mostly safe, lots of stores), Black Desert City (High-quality limbs and Quin's Scraphouse) and Black Scratch (That Library's full of unique stuff). Worst: Mourn (Hell on Moon, never-ending fights, city will be wiped of life by the Beak Things sooner or later)Or maps to other towns. Or maybe you can find a town with a police station. I would recommend west. Both Stack and Squin have police stations. Hub is more of a waystation than a city. Just about every town has a police station. The Shek Kingdom city of Squin is SW of the Hub. The Holy Nation city of Stack is north of the Hub.

Black Scratch is a Tech hunter city, seems like it should be more well defended. The problem really is that guardians and citizens in cities do not respawn. It makes "sense" if the player wipes out the entire city.
