Wasp is better IMO -- specials are unblockable when phasing. So any time you are phasing and fire one, you get unblockable crits, and if it is an sp2, those crits are astoundingly high. Hood enables Ghost to take no damage when phasing, so if you phase during an unblockable hit or an sp3, you can take zero damage.
