In 1988, a new EMS delivery model know as a “Public Utility Model” was formed, establishing Sunstar Paramedics as the sole countywide paramedic ambulance service. Under this model, the EMS Authority contracts with a private ambulance service to respond and transport all emergency 9-1-1 calls and non-emergency interfacility transports.
