I think most if not all 3ph's have two possible oil paths to the cylinder. One path is through the flow control valve and the other is through a ball check valve that is part of the flow-control valve assembly.

If the cam is badly worn, build it up with weld and grind it back to near original. Also, make sure that your draft control system moves freely.
