Pressing R cycles through the objects on the tile, and the highlight changes with it. (This works the same was as the Pick Up action from the left-side bar.)

In other words - pretty much anywhere you would or could find a regular Hammer, Saw, box of nails, or similar "builder" loot, is where you could find a sledgehammer. You just aren't particularly likely to find one. And even after you find one - it's best useage case is as a tool to break through walls or tear down other structures.
